Maldives Cruising Permit Requirements
The Maldivian government controls foreign vessel access through a mandatory Cruising Permit system administered by the Ministry of Tourism. All foreign tourist vessels must obtain this permit either before arrival or within four days of receiving customs clearance.
The permit structure was revised in 2024 to introduce clearer size-based fee tiers: - Vessels under 20 metres LOA: Free cruising permit, valid 90 days - Vessels over 20 metres staying more than 7 days: USD 1,000 permit fee - Extended permits (up to 365 days) are available for larger vessels subject to additional requirements
Permit applications require: vessel registration documents, captain's passport, crew list with passport details, and insurance certificates. Vessels below 100 gross tonnage must provide equivalent coverage.

Any vessel causing coral reef damage through grounding, anchor dragging, or wastewater discharge faces significant regulatory consequences, and the insurance requirements reflect this priority.
Environmental liability coverage — specifically covering the cost of reef restoration and environmental damage remediation — is required as part of the cruise permit application. This requirement is not typical in most other Asian cruising destinations and catches some sailors by surprise. Reef restoration costs in environmentally sensitive areas can be assessed at USD 1,000–3,000 per square metre of affected reef, making a significant grounding a potentially very costly event.
Anchoring in the Maldives requires care: many inner lagoons have coral bommies (mushroom-shaped coral heads) that are invisible from deck level in certain light conditions but can damage hulls and anchor chains. Using a stern anchor to keep the vessel positioned correctly, and snorkelling to check the anchor lie in coral-rich areas, are standard practices for experienced Maldives sailors.
